Regulatory-research work

Main tasks of regulatory-research department are to study the problems of work organization and production management in order to optimize production, reduce the cost of equipment and material utilization, study working conditions at workplaces and develop recommendations for its rationalization. 

Regulatory-research department includes the following subdivisions:

  • laboratory of rationing of labor and material resources;
  • industrial sanitation laboratory.

Organization and rationing of labor

The work on the organization and rationing of labor is aimed at improving production efficiency, mobilizing reserves for the growth of labor productivity and, as a consequence, reducing the cost of goods (works, services) produced and ensuring that the size of wages corresponds to the labor contribution of workers to the final labor results. 

Laboratory activities in the field of organization and rationing of labor:

  • development of norms and standards of labor costs;
  • developments of production standards;
  • development of standards for maintenance of production facilities (equipment);
  • calculation of the optimal number of employees;
  • development of integrated resource consumption rates (RCR) in order to form correct prices reflecting the actual conditions of production and budgeting.

Rationing of material and fuel-and-power resources

Rationing of material and fuel-and-power resources is the basis of the regulatory framework of the company, which is designed to establish its planned quantity, ensure the effective utilization of raw materials and materials in production and correctly determine the estimated cost. 

Laboratory activities in the field of rationing of material and fuel-and-power resources:

  • development of  norms for the consumption of material resources;
  • calculation of consumption rates and requirements for fuel-and-power resources;
  • analysis and planning of fuel consumption within the company.

Industrial sanitation, workplace assessment

Competence of industrial sanitation laboratory and the right for work performance are acknowledged by:

  • accreditation certificate BY/112 02.2.0.2269;
  • accreditation certificate №134 (workplace assessment);
  • certificates of the winner of contests «Competency-2014», «Competency-2016» in the field of industrial sanitation and environmental protection. 

Laboratory’s general activities:

  1. Sanitary and hygiene studies for control of harmful factors in order to assess workplaces by working conditions (measurement of physical environmental factors at workplaces, inside the buildings, residential area; sample collection and measurement of concentration of polluting substances in the air of working space).
  2. Workplace assessment by working conditions and integrated hygiene assessment of working conditions.
  3. Analytical control of atmospheric air at the boundary of sanitary protection and residential zone (sample collection and measurement of concentration of polluting substances).
  4. Development of fuel consumption rates for special-purpose transport of Production Association Belorusneft.
  5. Development of methods for measurement and assessment of uncertainty of test results. 

Territorially the laboratory is located in Gomel, Rechitsa and Svetlogorsk, which is in close proximity to the facilities of Production Association Belorusneft. The laboratory is equipped with up-to-date testing devices (portable devices, express-analysis devices, gas analyzers, stationary chemical-analytical equipment).

 Our customers: 

  • separate subdivisions of Production Association Belorusneft;
  • subsidiaries of Production Association Belorusneft;
  • external parties. 

The laboratory carries out work associated with workplace assessment and sanitary-hygiene measurements for personnel of Production Association Belorusneft in conditions of

the North (LLC «Belorusneft-Sibir», Gubkinskiy, JSC «ArcticGaz», Novy Urengoy), in Ukraine (LLC «Service Oil»).
